Can Elon Musk view data about USA government agencies? Yes, of course. He was granted a top secret clearance by prior administrations when they welcomed his electric cars and rockets to launch satellites. That clearance did not go away. It stays with him despite changes in administrations. He is cleared to view top secret information that most bureaucrats cannot. Can Musk eliminate departments/agencies? Can he fire people in agencies other than in DOGE? of course not. But Trump can. All federal agencies work for Trump as the president of the USA. Trump can take recommendations from Musk and then act on them as Trump sees fit.
